Meeting with the Advisory Board to the IMM
Zagreb, 25th February 2025 - The Independent Monitoring Mechanism (IMM) held its regular meeting with the Advisory Board. The meeting was attended by members of IMM’s Coordination Board and the Head of Frontex’ FRO, the Croatian Ombudswoman and associates, a representative of the Croatian Ombudswoman for Children, representatives of the Office of the High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), the European Commission - Directorate-General for Migration and Home Affairs (DG HOME) and the EU Agency for Fundamental Rights (FRA).
During the meeting, IMM’s Semi-Annual Report and the Advisory Board’s preliminary recommendations were discussed. Thus, planned and ongoing IMM activities, aimed at fully implementing fundamental rights standards by national monitoring mechanisms, as foreseen by the Pact on Migration and Asylum and the consequent FRA Guidelines, were presented and analysed.

During the first 3 months of 2025 (until 25.03.2025) IMM’s monitors conducted a total of 10 unannounced monitoring operations, including 7 unannounced monitorings of the "green border" throughout Croatia. The monitoring operations cover a total of 22 monitoring locations (border police stations, border crossings, reception and transit centres for foreigners and reception centres for applicants of international protection).
Since December 2024, the IMM has been conducting a targeted monitoring operation based on suspected violations of fundamental rights by police officers. In this context, the IMM monitors the actions and investigations of the competent state authorities in order to ensure an effective protection of fundamental rights.
