IMM in figures: monitors in the field almost every week

During the first ten months of 2025, the Independent Monitoring Mechanism (IMM) ensured a stable and continuous enhanced presence in the field. IMM monitors were deployed on monitoring missions on an almost weekly basis across Croatia, including the green border, and, newly introduced, the sea border and airport border. A total of 38 monitoring missions were successfully conducted, comprising 168 monitoring operations carried out across Croatia. Almost all monitoring missions and operations were conducted unannounced, i.e. without prior notification to the Ministry of the Interior (MoI) regarding the timing or locations of the monitoring missions and/or operations. The only exception to the rule of unannounced monitoring concerns airport police stations, which, due to specific movement and access restrictions at airport premises, cannot be visited without prior notification.
 
Monitoring missions as a rule encompass operations at minimum of three different types of locations per mission - police stations, border crossing points, sea border areas or airports, reception centres for foreigners, as well as green-border monitoring. During the mentioned period, IMM monitors covered 87 locations, conducted 39 unannounced green-border monitoring operations, and carried out 42 interviews with migrants which are conducted on a regular basis, in line with the principles of informed consent and the “do-no-harm” principle.
 
These data confirm the implementation of a methodologically sound, operationally sustainable and systematic monitoring framework of the conduct of police officers of the MoI towards migrants. During the first ten months of 2025, the IMM established a continuous operational rhythm that enables regular monitoring of police conduct, the timely communication of recommendations to the MoI, and the strengthening of the protection of migrants’ fundamental rights in the context of border surveillance, irregular migration and international protection.
