On 29 June 2026, the Croatian Independent Monitoring Mechanism (IMM) and the Ministry of the Interior of the Republic of Croatia (MoI) co-organised a workshop dedicated to the IMM 2025 Annual Report and the preparation of the MoI Action Plan for 2026.
The workshop was held in hybrid format, online and at Ilica 335 in Zagreb. It brought together representatives of the MoI, IMM Coordination Board, IMM monitors and associates to discuss the key findings and recommendations from the IMM 2025 Annual Report, as well as the recommendations of the Advisory Board to the IMM and lessons learned from the IMM’s five years of monitoring experience.
The workshop was opened by Mr Zvonimir Vrbljanin, MoI contact officer for the IMM. Prof. Dr. Anna-Maria Getoš Kalac, Head of the IMM Coordination Board, presented the key findings and recommendations of the IMM 2025 Annual Report. The central part of the workshop was devoted to discussion of the MoI Action Plan for 2026, including possible measures, indicators, responsible actors and follow-up steps.
Participants discussed priority areas including access to international protection, immediate procedural safeguards, temporary accommodation, vulnerability-sensitive practice, health care, interpretation and cultural mediation, complaints and notification channels, follow-up of identified irregularities, and the continuation of independent fundamental rights monitoring under the EU Pact on Migration and Asylum.
The workshop provided an opportunity for a structured exchange between the IMM and the MoI on how the recommendations arising from the 2025 monitoring cycle can be translated into practical and traceable institutional measures in 2026.
